my iCloud Photo Library was fine up until a few weeks ago. My phone (in settings and photos and camera) says "331 items to upload" but will never move off of that. ive been connected to wifi for 3 days sraight and it still won't do anything. This is so frustrating! What do I do?!

Have you tried restarting the phone or connecting to a different network.
Yes I have... Several times. This is the frustrating thing... On my phone it's stuck on uploading "x" amount of photos. But when I go on my iPad it just says updated just now. But ALL of my photos are displaying in my photo stream on my laptop in the iCloud app for windows... :/
Do you have any videos on the device, they can take a long time to convert and upload.
umm.. Sort of.. I have 1 burst with about 10 photos in it. And I have 3 videos, two of them being a matter of seconds, the other being a 30 second time lapse...
