Apple music does

Apple Music does not show in my iTunes, I have 12.1.2.27 and 64bit, Vista 64-Bit.

That's correct. You are, unfortunately, in a typical "rock, hard place, stuck between" situation:

Apple Music requires iTunes 12.2 or later
iTunes 12.2 requires Windows 7 or later

If you want to make use of Apple Music you will have to upgrade your OS or get a new PC.
