Can anybody remove forgetten password of iphone 4 without removing data ??

If you forgot your passcode and your phone is now disabled, you will need to restore your phone which will remove the data, but, you would then reload your most recent backup which will restore the data. If you are backing up at least weekly, you may only really lose a few days of new data. See here for help: https://support.apple.com/en-us/HT204306
