Apple HealthKit

I have IOS 8.4 on iPhone 5S I want to use the Apple HealthKit App its missing from the phone. I cannot find any information on where to download it or even how to restore it. Ideas anyone?

Mac mini, OS X Mavericks (10.9.1), manual recovery tried
