It's a scam.
That message is phishing. Forward it to reportphishing@apple.com and then delete it.
Unless you signed up for additional iCloud storage(5GB is free), iTunes Match, or Apple Music, there’s nothing for you to pay for or renew. The iCloud storage and Apple Music are billed monthly, unless you previously signed up for an annual iCloud storage plan.
