I have Iphone 5 16gb and I have full memory and I upgraded my iCloud to 20gb, but still it's showing that I have full memory on iCloud and I can't do anything!
Can somebody explain the problem ?

Where are you seeing that you have Full Memory on iCloud. From what you said at first it sounds as if the memory on your device is full, meaning the 16GB phone. If that is the case, purchasing storage space on iCloud will not fix that problem. You need to delete content on the phone itself.
You need to better explain where you are seeing full memory and what produced this message. Then check your Settings>General>Usage>iCloud and what shows there as Total Storage.
