I don't think just holding the phone nearby will work.
I have had issues at one or two places, though it has turned out that the readers didn't accept the plastic card either - must be broken readers.
On the whole, I find Apple Pay to be working typically everywhere.
If it still doesn't work, perhaps a backup and restore may be in order.
Or perhaps the device is faulty.
BTW, did you enter the validation code after adding card to Passbook?

Aug 4, 2015 11:44 AM in response to jjmlaticby jaymlee,Sometimes the iPhone takes a few seconds before it registers and wakes up with the Apple Pay app once it is within range of the terminal reader, just keep your iPhone near the reader for longer and it WILL eventually wake up, do not do what most people do when the iPhone does not wake up immediately is move the handset away from the terminal reader and then back to it again, that will confuse both the terminal reader and the iPhone. Sometimes people need to be patient.

I've also tried going into passbook and authenticating touch ID to achieve the "Hold near reader to pay" message, but still no luck! The card is also successfully validated :/
