Also I have a keyboard that wont allow me to use the question mark with the shift key (this is what I get ^)

To authorise your computer on a computer's iTunes use the Account (Store on old iTunes) > Authorise This Computer menu option.
If you want to change the computer that you sync the phone to : Syncing to a "New" Computer or replacing a "crashed" Hard Drive
You have a keyboard where, on your phone, computer ? Do you have the correct keyboard layout selected on your phone/computer for that keyboard ?
