Despite the fact that I turned on "Access within Apps" option of Control center, I'm not able to access either one once the phone is unlocked. They only open up from unlocked screen. What could be the problem?

Is this a business owned and provisioned iPhone? What basic troubleshooting steps, i.e. restart, reset, restore, have you tried?
