Did you try turning it off via iTunes? If not try turning off that way:

Accessibility Shortcut

Managing Accessibility features using iTunes

  1. Connect your iPhone, iPad, or iPod touch to any computer with iTunes installed.
  2. In iTunes, select your device.
  3. From the Summary pane, click > Configure Universal Access in the Options section at the bottom.
  4. Select the feature you would like to use and click OK.

Try:

- iOS: Not responding or does not turn on

- Also try DFU mode after try recovery mode

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.

- Try another cable

- Try on another computer

- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.
