Why won't my Apple ID sign in? For iPhone 5s.

Every single time I type my Apple ID and password and press sign in my iPhone will load for a couple seconds and then stop loading like I never pressed sign in. I tried this in my settings and on the AppStore and it did the same thing. I have an iPhone 5S. I am running iOS 8.3. I have no idea what is causing this, I have tried just about everything I can think of.
