i baught an iphone and it is set up with an iclouds account and the previous owner dont remember the info how can i get past this

I have got an iphone 4 and I have reset it and I forgot my info that I used to set up my icloud account and now I cant get into my phone what do I do?

iPhone 4, iOS 7.0.1

Either the Apple ID account holder needs to use Apple’s iForgot service, or the device’s original owner needs to ask Apple to unlock it.
