my macbook pro fan

i have a macbook pro 2012 or 2013, an i haven't had the laptop for a long time. but recently the fan has not stopped working. ill shut the computer down and turn it back on but as soon as the loading screen comes up, the fan immediately starts and wont turn off. is the it over heating too fast? or do i need to change the fan?
