IPhone 6 Display (outer glass) Cracked! Apple will give me only a swap!

The warranty does not cover accidental damage. You're lucky they offered a replacement for half price. I know that's not what you want to hear but you did drop the device which resulted in damage to the screen.

I doubt any Apple Store in the U.S would offer a new iPhone for half price.

iPhone warranties are no longer fully international. What has been suggested to you seems correct to me. If the phone was bought in India, that is where the exchange should take place.

Only Apple would know why that do not offer screen replacement service in India. If you have a friend or relative in the U.S., you can ship it to them and have them take it to an Apple Store and have the screen replaced. Apple does not accept international shipments.

The iPhone has never had an international warranty. That's why, even though it might first appear to be a good deal to buy a phone in a different country, if often ends up costing more.

The out-of-warranty replacement unit is about half the price of a new iPhone. I believe the OP doesn't understand it would be a replacement unit, not a brand new phone.

A refurbished phone would carry the same warranty as a new one. Service for your problem is simply not available.
