Unexpected error 0xE8000084

I keep getting this error when trying to connect my iPad with desktop (Windows 7). This is new issue (been working fine for two years) but I've uninstalled and installed iTunes (and all Apple products), scanned for viruses, deleted cookies, and tried different port. I've restarted the computer and iPad several times too. Any suggestions?

iPad (4th gen) Wi-Fi + Cellular, iOS 8.4, null
