Q: How to reduce storage on ICloud

My IPhone 6Plus and IPad Air2 are not being backed up because I do not have enough storage available on ICloud. I have deleted a lot of photos from my IPhone and IPad but the available storage remains unchanged. I have followed the instructions to manage my storage by deleting photos. I have logged onto ICloud.com on my computer. Help! I don't want to buy more storage.
