Your post mentioned that you did see the option "iCloud Music Library" in Settings. This applies to both Apple Music and iTunes Match. In other words, it means you have music in the cloud regardless of whether it from Apple Music or iTunes Match. Go to Sertings>Music and enable iCloud Music Library. When I try this it tells me that I can not associate another ID with my computer for 75 days?

That means the problem lies elsewhere and not with iTunes Match. The typical message for the Apple ID message is 90 days I believe. If it says 75 days, that indicated that something transpired with your Apple ID. I would need more particulars to assist you properly.

It has also been mentioned that it is something to do with family sharing?

I don't understand why it tells me I can not associate my PC with a differe ID for 73 days when it is the same ID I have been using since before Apple Music was introduced?
