iCloud Download Problems

So on my iPhone i selected the optimize storage function a while ago to save space. Now i have 30 extra gb and i want to get the original photos without the reduced quality versions showing up. i changed the storage choice in the settings to download and keep originals but every time i go to view a photo, it has to load the real original one with the circle in the bottom right? Also the storage used and available hasn't changed so i know nothing has been downloaded. What do I need to do to get the originals on my phone so I don't have to download or load them to view the real ones?
