my i phone 6 is locked up in voice over how do i get it out of voice over

If you have Siri enabled when the screen is locked, invoke SIri by pressing and holding the Home button. Then, say, "Turn off Voice Over".

If you don't have siri you need to double tap where it says slide to unlock and then double tap each number of your passcode. Once the phone is unlocked triple click the home button and see if the accessibility shortcut is set to voiceover if it is double tap where it says voiceover and voiceover should come off if it's not there then you'll have to turn off in settings. To do that go to settings> general> accessibility> and turn voice over off. To scroll with voice over on you must use 3 fingers.
