iPhone Storage Full

Hi my moms phone keeps saying the storage is full but every time she deletes something it comes back and her storage has never been full and she hasn't added anything to make her storage full. Also, the phone is freezing up, it's exiting her out of apps and she's not able to receive text messages or when she goes back into the archive the messages are no longer there. Is she going to have to restore her phone?
