MY kids have iPod touch 4th generation iOS 6.1.6. When I go to AppStore to download apps they say it needs a later version

You can try this to see if there is a compatible version, Install the latest compatible version of an app on an earlier version of iOS or OS X - Apple Support however if there isn't, there isn't anything else you can do to get an app.
