my roommate keeps giving away my wifi password to her friends and family and the overages are killing me. Is there anyway i can set a timer on my time capsule so even if she does it will boot them off after an hour a day? If so is there also a way that i can bypass said timer with my own devices?

Change your Wi-Fi password and don't let anyone know what it is. Problem solved. Your Time Capsule's network password can be changed using Airport Utility.
Use the Timed Access feature in AirPort Utility to set up a default condition of No Access to your wireless network.
Then, set up a rule or rules to allow your devices to connect to the network anytime that you want.
Set up another rule to allow your roommate to connect to the network only during the timeframe that you want.....say something like 8:00 AM to 10:00 PM each day.
Even if your roommate gives out your password to other users, the other users will not be able to connect to the network at any time.
