I have a paid app from my old iPhone that I have backed up to iTunes and want to move it to my new Apple ID, it is saved under my old Apple ID. How can I move it to my new phone to not have to buy the app again?

You can't.
Put it in an iTunes library if needed, and then sync it to the iPhone normally. It doesn't matter that it's associated with another Apple ID unless adding it would cause the iTunes library to contain protected content from more than five Apple IDs.
