Can I use iPhone as an Airplay speaker?
I'd like to use my iPhone 5C as an Airplay speaker, connected to my stereo via the headphone jack. I don't have access to an Airport Express or Apple TV where I am at. Is AirFoil the only way to do this?

If you have a stereo, why not use the stereo speakers? If you want to play music from the phone on your stereo and you're connecting it to your stereo with an RCA cable, you don't need Airplay at all.

Thank you for your reply. I probably should have said I wanted to use the iPhone as an Airplay receiver. The iPhone's headphone jack was connected to the stereo's amplifier. I wanted to be able to play and control iTunes on my Mac and stream it to the stereo like you can with an Airport Express. Neither I nor my Mac were sitting close to the stereo. Also, my music library is much to large to fit on the iPhone that was available. Apparently, Apple even put the kibosh on Airfoil.

Unfortunately, it seems you cannot. I think their work flow is now to subscribe to Apple Music or at least iTunes Match, put everything in the cloud, and then stream to your devices.
The option to play music from a computer through Home Sharing has seemingly been removed from the Music App with the update to iOS 8.4
