If you have a problem with your iPad, and nobody on these user forums can help, then you can contact iTunes Support via this page : http://www.apple.com/support/itunes/contact/

If you want to contact Apple then click on the 'contact us' link at the bottom right of every page on here of your country's contact details.

Edit : just noticed your other post : i have forgotten my apple id and password on my ipad air. so is there any way of making my ipad work?

If you know your id but not it's password, and you can't get the password reset via email on http://iforgot.apple.com, then try contacting Support in your country (if they can confirm your id and that it's your account they should be able to reset the password and security questions) : Contact Apple for help with Apple ID account security - Apple Support

If your country isn't on that page then try this form : https://www.apple.com/emea/support/itunes/contact.html

If you can't remember or find your id, and the iPad is on the activation screen, then you could try going to an Apple store or contacting iTunes Support online and see if they can/will remove the iPad from the account - they are likely to want to see proof of ownership before they might help e.g. original receipt with the iPad's serial number on it
