I got an iPhone 4, the original owner is from Qatar and I'm in srilanka. The phone is iCloud locked and cant be activated. The owner isn't responding to my mails. Please help??

I'm sorry, but if you can't contact the previous owner to get him to remove the phone from his list of devices then you will be permanently unable to use the phone - there is no way round this: Apple cannot unlock it for you.
