Can't add songs to playlist, get disconnected

I'm running the latest version of iTunes on Windows 10. My library is fully Apple Music I've moved all my owned music out of it and onto another machine so I'm dealing strictly with just Apple Music. Whenever I try to add a song to a playlist it will disconnect me from the cloud. In which case I have to go up to the right hand corner every time and click the cloud icon until it reconnects. This issue also occurs when liking a song with the heart. I'm not sure how I'm supposed to make playlists when it disconnects me each time.
