Downgrade Refund?
I downgraded my storage from 200GB back to 20 GB. It says to contact Apple about a refund or partial refund, but I don't know who to contact. Thanks!

Changes to iCloud storage for current customers - Apple Support
If you want to request a refund, you should contact Apple Support within 15 days of the upgrade. Partial refunds are available where required by law.
