Why do I get a message saying I am out of storage on iCloud when I see I have 4GB available out of 5GB?

Why do I constantly get a message saying I am out of storage on iCloud when I see that I have 4GB available out of 5GB, and that I need to purchase more storage?

MacBook Pro (Retina, 15-inch, Mid 2014), OS X Yosemite (10.10.4)
