I Used the "backup" Feature under settings thinking it would free up space on my phone and I can store the pictures. Am I incorrect on that thought process?
Would that be settings > iCloud > storage > manage storage > back ups.
If so those back ups are only for restoring your device, you cannot access the files within them in any other way.

You need to enable iCloud photo library and optimisation in settings > photos & camera. This will put the full resolution versions into the cloud and keep smaller lower resolution copies on the device.
