iPhone 4 isn't recognized on Windows 8.1 computer

I have an iPhone 4 and it is not connecting to the computer. Just need to transfer everything off of the phone so that I can start using the new phone.

1) The computer can find it as a Bluetooth device

2) It doesn't make a sound when I plug the phone into the computer (just starts charging the phone, doesn't ask to trust the computer)

3) I have uninstalled and reinstalled iTunes and have stopped/started the Apple Mobile Device Services

4) Have the latest iOS installed on my phone
