I have Ipad Air 2 with iOS 8.4. Internet is working fine, I was unable to complete the update of the YouTube ver 10.28, even after 24 hours of continuous loading on the Ipad. Deleting the purchased YouTube app, "waiting" sign did go away from the associated YouTube Icon. The previous YouTube verion was working fine on the Ipad Air 2. What is the problem and how to fix it ?

Check Settings > General > Usage > Manage Storage. Do you have at least 10% of the iPad's storage free? If not, start deleting stuff.
YouTube 10.28 is indeed the current and correct version of this app. Assuming there is not a restrictions issue (Settings > General > Restrictions) and you do not have a storage issue described above, reset your iPad. Hold the home and on/off buttons down together for about 10 seconds till the Apple logo appears. Then try the download again.
I reset the Ipad Air 2 as advised. Thanks. I downloaded YouTube version 10.28 again. I see the Loading sign under the YouTube Icon. It has been an hour, still Loading. The Restrictions setting is Off at present. Please advise how long do I need to wait for the Loading sign to disappear.
The available storage on the Ipad Air 2 is 46.0 GB.
You have plenty of available storage. Good.
An hour is a long time for the download. Are other apps trying to download at the same time? If so, pause them.
Have you deleted the YouTube app before starting the download? Try that if the above doesn't work.
I followed your direction to delete the Loading YouTube Icon again. The Loading sign disappeared and the Waiting sign appeared and did not go away. How can I delete the YouTube Icon ? Do I need to wait until the Waiting sign of the YouTube Icon to disappear ?
The Waiting sign is still on and refused to go away. It appears that YouTube version 10.28 Icon cannot be deleted and removed. Please advise what to do next.

In step 5. under "Restore your device", you will see you can restore from your previous backup. Try that. It's a fairly drastic step, but it's hard to understand exactly what might be causing your issue.
