What software are you using on your Mac? Is the phone an iPhone?
If it is Photo where you posted then tell us what your iCloud settings are in the system preferences and in the photos preferences and on your phonw

Settings on the phone (photos) - iCloud photo library- "on". Upload to photo stream- "on". iCloud sharing - "on".
Setting on the Mac - (photos) - iCloud photo library- "on". My photo stream- "on". iCloud photo sharing- "on"

Photos for MacYou are using iCloud Photo Library (which I personally recommend) so your library is on iCloud and is accessed from all devices and every change made on any device (additions, deletion or edit) is reflected on all devices -- if you have a space problem on a device then set that device to optimize photos
If you do not want that then your turn iCloud Photo Library off and since your photos using MyPhotoStream or iTunes sync
