iTunes Match not all songs appearing

Anyone got any ideas why my phone does not access all my songs. Only some appear on my phone - like 3% of my music. On my computer iTunes library - my songs are listed as matched, or in the cloud, or purchased. Even my purchased songs don't appear on my phone. I have wifi connection, and unlimited data. I tried turning iTunes match on and off. I have restarted my phone. Please help! iTunes Match isn't free and it''s frustrating when I can't access all my music on my phone.
