I downloaded an ibook to my Mac (10.10.4) and it works fine there. It doesn't however appear on either my iPhone or iPad(8.4). I think everything is setup to enable syncing but I must be wrong. Any suggestions for things to check?

You have the book selected for syncing to you iPad and iPhone on their Books tabs when connected to your Mac's iTunes ?
If it is, you are viewing the All or Books collection (the collection name should show at the top middle of the booksshelf) in the iBooks app on the iPad / iPhone ?
Or you could redownload the book directly on them via the Purchased tabs in their iBooks apps
