I have an iPad mini 2
I can enter my PIN, and then the home screen appears
Before I can tap on anything iCould brings up a dialog asking me to login
Cancel does not work, and logging on does not work because I do not have internet access
Getting past this problem would be great;
Never seeing iCloud again would be a dream come true

GO to settings> iCloud and signout.
I am stuck at the home screen. The iCloud login dialog box prevents me from going to settings, or anywhere else.
If you get to a place that has Wi-Fi try to tell Siri to open settings. I just checked on my phone and was able to get her to open settings for me. Have you tried pulling up the control center and placing the iPad on airplane mode for minute to see if you can get the notification to go away? Are you still able to use the double tap home button and use the app switcher to change apps?
If I had wi-fi -- or any other internet access, I would not have a problem.
The cursed iCloud login box locks up the iPad. **Nothing** can be done until it can be dismissed.
Maybe you could try contacting Apple from whatever computer you are currently using to post to the forum and see if they have any ideas to help you out.
