Itunes 12.2 podcast downloads no longer resume

Success! After restarting from zero about 20 times over 3 days I managed to download a 32MB audio podcast. How do we use iTunes now in countries with wobbly internet? The Downloads window hasn't changed as far as I can tell - the "resume" icon still looks the same. But the behavior now longer resumes from exactly where the download timed-out. Now it always restarts at zero!
