So here I am with a brand new GTX 970. I insert it into my Mac Pro 5,1 and turn it on....Black screen with nothing coming up later on.
This card is compatible and I know it, but why is it not booting into my mac?

You need the Nvidia Web Driver and 10.10 or later.
Neither is optional.
If it is not a Mac flashed card nothing will show on the screen until the drivers load which is right before yo see the login screen
I have them installed. I managed to connect my HDD to my mac book air and use it as a screen, install the driver manager from nvidia and set it to use the Web Drivers. Nothing happens anyway
