as i want to download 100 mb plus apps using my mobile data
but it kept saying u can download 100 mb or greater just on wifi

That is a setting that cannot be changed. There are data limits set and that app is just to big to be downloaded over your Cellular network. You do have 2 options to get around this though. You can either 1) Connect your device to a Wifi Network and download the app or 2) You can download the app in iTunes on your computer or laptop then transfer the app to your device.
