I deleted pages and now I have to pay to re-download it. why???

Open App Store, click on the Purchases icon in the toolbar. Locate your Pages entry and click on the Download/Install button. Re-downloading is free.

You're logged in with an Apple ID which doesn't have Pages associated with it. This may be either because you got Pages with the computer and never connected it to your Apple ID, or you're using multiple ones, or you originally got Pages from a DVD.
