when I have my ipad plugged into the usb and outlet it says not charging and iv tried all the apple cords I have it will only charge when I have it hooked up to a portable battery? and doesn't even charge all the way?

not all computer can provide enough power to charge ipads
but if the ac charger does not work then likely the connector of the ipad is defect
SO how do I no wat the problem is the only way it charges is wens its hooked up to a portable battery charger all my other devices work with the outlets an cords?
