I have an iPad 16GB with iOS 8.4 installed. I am unable to access the restrictions due to an incorrect password that was submitted. Is there anyway that this can be resolved without having to completely erase everything?

There are some third party apps that claim to be able to let you see the restrictions passcode when you connect the device to a computer, but I have never used one of them and don't know if they will work or not. Otherwise, there is no way to get into the restrictions without restoring as new.
IF you want to try one of those third party apps, you can easily find one with a Google search.
