How do I contact Apple when my iphone5 was stolen? I'm trying to transfer my icloud over to an ipone 5c I bought.

You can contact local authorities to report a stolen iPhone but it won't do any good to contact Apple. They are not responsible for stolen devices.

Find the serial number of your Apple hardware product - Apple Support

The phone is gone I have accepted that - its transferring the icloud over that I need help with.
