My name is Tony Bennett and I own a Apple Ipad Mini with retina display and I buy plenty of Apps and pay with my credit card which I no longer using my question is!
How can I pay for my Apps with Paypal?

You can find instructions for changing your payment method here - see under "Use your iPhone, iPad, or iPod touch":
Change or remove your Apple ID payment information in the iTunes Store - Apple Support
If you want to pay with PayPal (as far as I'm aware it's only currently available as a payment option in the US) then I think that you will have to change your payment method via your computer's iTunes, I don't think that you can set up PayPal directly on an iOS device.
