How to delete 'other' storage

I have about 18GB of 'other' data on my 64GB iPhone 4s. I've tried the basic solutions like emptying my safari cache and getting rid of messages, then I also tried resetting my iPhone and restoring the backup. This was a complete w just put all of the 'other' data straight back on my phone. Is there anything else I can try to get rid of it?

You could try deleting apps and then reinstalling them this will get rid of specific app cache. The best way to get rid of the other data would be to have a back up and then restore to factory settings.
