Q: Can't boot into Safe mode (or any other boot modes) on Mac Pro 5,1

I recently installed an Nvidia 980 GTX graphics card into my Mac Pro (mid 2010), and am trying to boot into safe mode (CMD-R at start up) and I can hear the computer start up but it never turns the monitor on .. the computer is working fine otherwise. I've got the most recent drivers from Nvidia installed, as well as CUDA drivers (but OS X seems to want to only use the OS X default graphics driver). Running Yosemite 10.10.4

Can we assume you knew ahead of time that without full 3rd party drivers any "unflashed" (and I don't know if the 980 can be flashed at this time) there is no early boot screen output.

It may (should) boot and do it's think, just no video. And then use the keyboard to initiate a normal restart.
