needing help to remove previous owner id and reset it

With activation lock you will have to contact the person whose account it's locked to, only he/she can remove the iPad from their account : Turn off Find My iPhone Activation Lock - Apple Support

If you bought it direct from him/her then do you not have contact details for them ? If you bought it from a store then try contacting that store and see if they have contact details for them, and if not whether they will refund you

you can try, but Apple are very unlikely to help you - they are only likely to remove a device from an account if it's the original owner asking (and only if they have proof of ownership e.g. original receipt with the iPad's serial number on it).

See if the pawn shop owner will give you your money back. Apple won't do anything about it. Activation lock is designed to make a lost or stolen device useless to anyone other than the legitimate owner, whose account it is locked with.

The owner of the pawn shop should have insisted the lock be removed prior to taking it in pawn.

If they won't give you a refund, turn it over to the police.
