Why isn't keynote free - it fits the requirements

my iPad was purchased after sept 2013 and I've just updated it to the latest ios8.4 so it should qualify for free keynote but I tried various ways (loging out and then back into apps & iTunes etc) but keynote is still coming up with a $12.99 price tag. it should be free.
