I am trying to access pics that I have deleted from my phone. I open icloud but it only shows pics that are currently on my phone. Where did my old photos go? I have saved them to my computer but some of them were lost when our computer crashed so now I'm hoping to recover them through icloud.

Well that depends what service you where using.
Photo Stream transfers photos and is not a permeant storage.
It will hold upto 1000 photos for upto 30 days.
iCloud Photo Library is but it is linked to your device.
When you delete of off the phone it is deleted form the Cloud.
On the iPhone have you checked the delete album in the Photos?
If they are there, restore them.
Did you create a backup when the photos were on the iPhone?
If there in a backup, restore the iPhone from the backup.

Thanks damaag, this answered a big question I've had for a long time. I though icloud stored old photos also and there would be there "forever". Now I guess there's no reason to worry about them, they're gone. 😟
