Metadata not transferring from MAC to cloud to Iphone?

My albums in my iphone do not have all of the photos in them even though the keywords are in the pics on the MAC. My MAC shows all of the pictures in the album but they are not transferring from the cloud to my mobile devices. Any suggestions on this would be great. Thx
